Local Law 11, now part of New York City's Facade Inspection Safety Program (FISP), requires owners of buildings taller than six stories to have their exterior walls and appurtenances inspected every five years by a qualified exterior wall inspector (QEWI). The program was established to protect public safety following incidents of falling facade materials.
Failure to comply with FISP can result in significant fines from the NYC Department of Buildings, and more importantly, creates liability exposure if facade materials fall and cause injury or property damage. Proactive compliance is always more cost-effective than emergency response.
