Local Law 11 and FISP in New York City

New York City's Facade Inspection Safety Program (FISP), commonly called Local Law 11, requires periodic inspection and repair of exterior walls and appurtenances on buildings taller than six stories. Building owners must file inspection reports on a rotating cycle and complete any required repairs within specified timeframes. Failure to comply results in ECB violations and potential liability.

Pennsylvania does not have a statewide mandatory facade inspection program equivalent to New York's FISP, but many municipalities and institutional building owners in western Pennsylvania commission regular facade condition surveys as part of their capital planning programs.
